Shantytown - Snare in the Area Beyond the Flooded Passage
Do not move over to the left side of this courtyard until after you've dealt with the enemies in this area. The grungy, white blanket lying on the ground is a snare. If Lara steps on it, she'll be hauled up into the air and surround just like in the Cliffiside Village.
When the area is clear, trigger the snare and use your pistol to shoot the pulley to get free.
Doing so also drops the salvage that serves as the trap's counterweight so you can get at it.
