Save the game and then slide down at the middle of the long slope. . .
. . . to land in the small, square opening. Pick up SECRET #1, the Silver Dragon.
Climb out of the opening.
Slide the rest of the way down the slope.
Jump at the last moment without pressing Action. . .
. . . to land on the edge of the metal platform above the pool of toxic waste.
